Rational use of Underground Space
The underground space (and, more generally,
the environment) requires innovative processes and a new type of
approach, that is able to combine the needs of an urban and social
development with the preservation of natural resources.
The project on rational use of underground space started some years
ago by Regione Lombardia. Lombardia is the only region in Italy that
goes further with the PUGSS, by promoting legislative initiatives in
order to implement the national regulation and by creating an
Underground Laboratory. The Laboratory has assisted
Lombard municipalities in the georeferenced registration of urban
grids, in the organization of promotional and training events, and
in other activities.
After some meetings with the representatives of the Lombard
Underground Laboratory, the LAME research group has
proposed an analogous project to Regione Piemonte, which had already
signed an Agreement with Regione Lombardia for joint initiatives on
this subject.
In order to promote a rational use of the underground space, the
LAME group and the representatives of Regione Piemonte have
organized – with the scientific support of Regione Lombardia – a
series of meetings with operators in different sectors, such as land
use management, cartography, GIS (SIRA, SITAD, SIGIT, and RUPAR),
technological plants, urban grids, etc. At the same time, contacts
have been taken to extend as soon as possible the initiative to
Regione Autonoma Valle d’Aosta (Regione Valle d’Aosta, Celva,
Autorità d’Ambito, Deval, etc.).
